By all accounts I've heard, USC has the number one film school in the country (NYU being second). I forget the exact number from the tour (I'm an 'SC student), but i remember it's been some ridiculous number of years (~50) since an Oscar Awards has gone by without a Trojan winning at least one. George Lucas just gave the most money ever given to a film school, a $175 million donation, so they're rolling in cash and looking to spend.
Outside of the classroom, one of the nicer dorms (New Hall) has a Cinema-Television Floor, so if you want, you can live with other CT kids; otherwise, you're just as free to live in a more academically "random" dorm. As far as the area goes, it's not as bad as people say. I've always felt 100% safe on campus at all times, and 100% safe during the day in the neighborhood. Same rules at 'SC as anywhere else; don't walk alone, and don't be stupid.

USC is TOTALLY FUNDED by your tuition, UCLA is not!
That's the primary difference.
USC, however, makes you sign a statement since the John Carpenter issue. They OWN everything outright. They got miffed that Carpenter did "Dark Star" as an Idie feature after USC funded the original shooting.
UCLA never gave a hoot about George Lucas using his "lighting" experiment as a demo to get get funding for "THX1138".
SO, USC owns all your footage, while UCLA doesn't try to lay claim to it, but YOU have to finance the incidentials at UCLA.
Also UCLA is in a better part of town than USC. USC is in the Ghetto.
