I have a man friend at work whose wife "wears the pants" per say but she has never worked a day in her life outside the home.

It means being in charge, standing up for your manhood or womanhood, if you got it like that, you gotta listen to your partners decision

Since the bible says the man is the head of the family-meaning he and his wife talk things over but he is responsible for the final decision and is accountable to God ,especially for major decisions within the family-and since we know males wear trousers(pants)-is where that came from thus the answers of being the boss is correct though sadly women either usurp that concept and or refuse it because they don't like taking orders (nor do men but like it or not,they are sposed to be the head of the family.)

Someone has to be the "chief" and make the final decision or else no decision would be made,would it?

it means that she bosses him around, and he follows orders. the person who wears the pants is the one who leads the family,and usually has the final say.
