YOU CANT UNLOCK HIM. So don't try to do it, you have to create him.

What you have to do is win all the titles with Matt Hardy, both the tag titles with Matt & Joey Mercury and then win the Women's championship with Lita. After that you have to win a Money in the Bank match in Legend difficulty with Matt Hardy, and then you'll be able to do a Women's Title match Lita v Matt in that match Jeff will interfere for you and then if you win it by disqualification you'll unlock him in the game.
