using famous images and quotes on t-shits???

does a person have to get consent to use famous movie quotes or images on clothing and if so how does a person go about getting that consent?

If you're not selling the shirts, don't worry about it. If you are profiting from a sale, you need to contact the studio that released that particular movie. They own all rights to the movie.
