Theres is no fixed rule that you have to formally decline the offer. However it would be polite on your part to do so.It would help the schools in finalizing the list of students supposed to join in a season. Also if there is a vacancy the school could always offer it to other deserving candidates .
So please go ahead and decline it formally.

2) You give deserving applicants a chance- and some of these people really really want the spot at the school.

I never did, but I wish I had. It would have been considerate, and one school kept sending me e-mails for months about all sorts of different things, almost as though I had decided to attend there. Halfway through the school year I got an e-mail saying I needed to update my shot record-for a school I wasn't even attending.

Even if you aren't required to do so, it is important to the schools that you do so. If they know you won't be coming, they can admit someone from the waiting list, but if they aren't sure until the last minute, they may end up with too few students, excluding someone who would have really liked to go there.

It will not hurt to do what your Dad is asking you to do, but it may hurt not to.
Your Dad's desire is the key to the problem, not what is the common practice.

its not necessary....i applied to many colleges and accepted by many. the only school that i contacted was the college that i chose to attend.
