or can i animate another type of file?

GIF files have only 256 colors available, so there is bound to be some loss of color quality if you are converting from jpeg or other format with greater color depth. Sometimes playing around with the palette settings in your GIF creation software can help. Not sure what little dots you're talking about - perhaps you have dithering turned on, try turning it off.

Better quality animations can be done using Flash, but that's a proprietary format and you'll have to buy software to do it.

The "little dots" and other image blemishes to which you are referring, are likely caused by a low quality setting in the conversion process from the original file type (JPEG?) to GIF. Increasing the conversion quality should solve your problem.

In addition, to the best of my knowledge, GIF's are the only type of files that you can animate.
