Hoover probably, though Jefferson did cut a lot of the spending from the Hamiltonian agenda.

Believe it or not I think it was Nixon. He vetoed spending bills, and even refused to spend the money authorized by Congress. So they passed a law during his administration forcing departments to spend all the money authorized.
