The first law of geography in the USA and other countries has to do with proper placement of population centers in regard to that geography. The law is , "Don't get people killed." The two examples indicate that the law is generally ignored.
1. Do not build a city in a hole next to the ocean
2. Do not build a city next to a volcano or where earthquakes occur.

Do you mean the one that states: "Everything is related to everything else, but near things are more related than distant things." ??

If so, for us in Canada, there is the fact that people in the Saguenay area of Quebec have a high proportion of kinship, and some higher concentration of otherwise rare genetic condition.
Another example is that (and that could be true for most other countries as wel) despite the freedom to relocate as anone wishes, most people will be born, grow up, go to school, work, have a family and eventually retire and die in the same general area, not moving far in their life. I guess people have a sense of what is home, and a desire to remain in the area they are most familiar with.
