I have a 1990 Honda Civic LX automatic trans, with 208,000 miles. The engine revs up in and out of gear without me pushing on the gas does any one have an idea on what the problem maybe?? Thanks for the help!

Needs a tuneup. It could be one or more of a number of problems.

Sparkplugs fowled or burned.
Vacuum leak.
Bad O2 sensor.
Arcing plug wire.

On, and on, and on.....

that is some form of intake issue most commonly cause by a bad iac idle air control valve or from a loose wacs valve plug not a very hard fix but if not familiar with those two items take to a local shop hoped it helped

Sounds like a stuck TPS sensor....or throttle position sensor. Could be another sensor though, but I vote TPS.

commonly (by the years) trash builds up interior the gas tank. as you get low (or run out of gas), that trash gets sucked into the gas pump strainer (if the pump is interior the tank), gas pump, and/or clogs the gas filter out. you could try disconnecting the gas line, and checking for pass as particularly some places (ie. gas filter out). then pass from there.
