Before purchasing the land, put an option on it that the purchase is contingent on getting satisfactory permits. For instance, the land will have to 'perk', ie. be able to handle a monumental supply of waste, ie. sewage. Then you'll have to determine how you'll provide water to each trailer. Like is there adequate space for a well for each unit or will you need a community water supply. And yes, electricity, roads. Surely there is a road map that can be provided by your local real estate agent or local government so that you meet each zoning requirement.

Check with the planning department to see what is projected for the area and also check the zoning to see what is allowed.

Even if the property is fine for the intended use based on zoning you then need to see if the land can handle the waste produced. Soil conditions on hooking up to a system (private or public).

The density and the availability of utilities will matter.

Are you expecting to sell the land as condos or do you expect to run a park with 1 owner and tenants playing space rent? Assuming the park is to be run as a business you have to check the demand in the area, understand the revenue you can generate and the expenses. Just because a park is allowed does not mean it will make sense to develop one economically

Make sure land is zoned for this business, hire a contractor who is aware of County and City ordinances to put in mobile home pads and sewage and plumbing and electrical. Have adequate lighting and street signage, Get all licenses from the city and county, have the City and County check out and approve the property for opening for business then; invest in lots of insurance. first thing, if you are in a city limits, you will have to check zoning. see if any city license is required.

assuming that zoning is OK, construct a road through the park. run water lines through the park. run sewer lines through the park. have electric lines run through park. have phone lines run through park.

put up a sign and start moving in the trailers. put in 1 or 2 that you own and rent out just to get it going.

you will need a permit form the county or city
land has to be zoned for it
will need utilities - electric - phone - sewage
and probably roads put in
