Due to legal requirements I have to number the lines in a document with two digits. I found no way of doing that in OpenOffice, org. What I would like is to have a template that I could reuse every time I write a new document.

You'll have to use paragraph numbering instead of line numbering.

I'll give you instructions on how to do a single page.

First hit ctrl-a to select all.
Then go to Format, pick Bullets and Numbering
Pick the numbering type you want (probably first row, second column)
Then hit ok
Now select the top 9 lines.
Go to Format, Bullets and Numbering again
Pick the same numbering type
Now, hit the options tab
Put a 0 in the Before Field.
Hit ok.

Lines 1-9 will be 01-09, while the rest of the page will be 11-whatever.
