That is not your firewall causing that problem. There is no amount of safe time you have when you turn off your firewall. Within a second or two you can be infected with Malware or a hacker can gain entrance. Do not risk it by turning off the firewall.

That message indicates you Security level setting in Windows is set too high.

Go to Tools>Internet Option>Security Tab>Custom Button>Set the slide button to Medium and no higher that Medium High.

Its not your firewall which is preventing you from downloading the software program. It is most likely your web browser. If you are using Internet Explorer, you need to add the download site to your trusted sites. From the menu bar > Tools > Internet Options > Security > Trusted Sites > click [Sites] > type in the website address > click [Add] > [Apply] > [O.K.]. You should only download software from a respectable website. If you are looking for free antivirus or other security software go to www.filehippo.com and look under: Firewall and Security, Antivirus and AntiSpyware.

You should be fine in the time that it takes you to download a valid security system. If you don't want to worry about it at all, purchase one directly from a software dealer, rather than downloading; that way, you don't have to lower your security settings at all.
