A university is a research institution that offers masters degrees and above. Typically a college only offers bachelors.
Just to make it more confusing for everyone, within universities there are colleges (like the college of arts and letters, the business college, etc.). But non-university higher education institutions (colleges) have colleges within their campus as well.

The college where I teach is considering changing it's name to a university, so I have first-hand knowledge of this. Traditionally the only difference is that a university offers graduate degrees and a college doesn't (or only offers a limited number of graduate degrees). My school offers some masters degrees and will soon start offering some doctorates, so that's (partly) why we want to change our name. That and it sounds more prestigious.

I studied in a college. While I was there it changed into a university. They renamed the 'divisions' (Division of Natural Sciences) to 'schools' (School of Natural Sciences).
I think there are criteria, such as the proportion of grad students.
I was told that the place I was attending had met the requirements years before, but hadn't changed their name, as many saw it as sort of "grade inflation".

depends on the school. Liberty University is a university, has one campus, has commuter students, resident students and students who have classes online from any country (i used to go there). the largest class i was in was about 1200 students and the smallest was about 30.
i now go to centenary college. centenary has 3 campuses (hackettstown, NJ; parsippany, NJ; metropark campus, NJ). i go to the main one in hackettstown. the largest class i was in was 30 and the smallest was 15. the students are residents, commuters (which i am one of many!) and the ones that take classes online.
another difference can be the accreditation of the school.

Univ. has more grants , more campuses and some state funding and board of regents appointed by the Governor.
