You are getting the tire right at the rims really warm when you put on brakes. The heat is transferring to the rims. Suggestion, don't use your brakes so much, you are wearing them out.

It's friction. Think about it this way; when you rub your hands together friction occurs and it makes them warmer. As the bike wheels skid on the ground they are rubbing and create friction.
