Depends. Some conferences only recieve 1 bid because they are not major conferences and the conference schedule is not as strong as some of the major conferences. Other conferences such as the Pac-10, Big East, Big Ten, and ACC (just to name a few) usually get several teams in because the teams in those conferences play stronger schedules.

The conference champion is guaranteed, also each conference generally gets a second bid except weaker conferences in which their bid goes to stronger conferences, it all depends on how the NCAA decides that year.

just a little tidbit .. there are 65 teams. and 1 team from each conference (winner of their tournament or top ranked because the ivy league doesn't have a tournament) gets a bid so each conference has at least one representative.
