The rain dance is a coincidence.......
Well before the moccasin was invented the ground was scorching hot and their feet were in extreme pain. It's the same at the beach when there's a heatwave. One day it was noticed that it had started to rain as they hopped and skipped in circular agony. Of-course, no matter how much they try, this phenomena has never been repeated ;)

Because the rain dance has a history, it was used to get rid of the SUN!! This was for the crops......Snow doesn't happen everywhere, maybe that is why.

The Lakotah had a Sun Dance and it was outlawed by the U.S. government. No snow dance because who wants snow?

Because it would look weird trying to portrait a sun, without knocking someone out!! and a snow dance, now that could be tricky.

Well there is the Sundance Kid, but I suspect he has little to do with arcane rituals.
Here in Scotland we need no rain dances. All we have to do is wake up - and, hey presto, it rains!
A sun dance would be very useful to us. If you know anyone who can perform one, do let me know. I would of course then become very rich......................but you would find me generous.
