I would treat your lips with a good exfoliating first before applying a product. Exfoliating your lips will take away the opaque skin and make the skin appear more translucent thus showcasing that "berry" lip colour you want to recover. Do not use products such as Carmax or Chapstick because they contain a low grade of mineral oil which may make your lips dry out over time. Instead use essential oils such as grape seed, orange blossom, or even olive oil. Shea butter is also excellent but can be costly.

You need Blistex medicated. It makes lips really conditioned and a little shiny, it lasts a long time too. It feels great in winter.
My very favorite lipbalm ever is by Burt's Bees, it tastes slightly minty and feels soo good.
Sally Hansen has this amazing lipgloss, it feels so good and helps condition and plump your lips.
Neutrogena also makes a few great balms, they come in little pots.
Don't lick your lips, this actually makes them drier! If anything, always have good old chap stick in your purse.

Try Eucerin cream and then sleep with vaseline on your lips.
