when your civil rights have been violated by the lower courts and your appeal has been denied.When you are filing a class action law suit,against all parties involved and it already went tharu the lower courts.

All most any suit lost or won can move up through the row of courts and make it to federal courts and it row all the way to the Supreme Court of the U.S.
Yet some case end in Federal courts on first filings. Bankruptcy, civil rights, freedom of speach, as we have here, lead the cases filed, as well as ones that want to challenge the Constitutional laws. At any level the courts can refuse to hear them or just let them die in a pile. The Supreme Court picks it cases to make impact on what is happening in the U.S. and refuses the rest.
