This is a really broad question. There is NO fish that can live with ALL other fish. It is a matter of getting fish that will work with each other, in the tank size that you have. So...what size tank do you have? What are the other fish in there? How long has it been set up (is it cycled)? What are your water readings? More info please!!!!!

It is a little hard to say a fish is smart, and to be honest, all fish have different personalities, some are more social than others even within a specie.
all non-aggressive fish can live with other non-agressive fish. There are some minor exceptions. Fancy guppies have very pretty and colorful tails, this will often provoc a tetra to nip the tail until the fish dies. Tetras are considered non-aggressive, but something about the guppies tail drives them nuts.
If you like the fancy guppies, good fish to go along with them are mollies and platties as these are the most non-aggressive fish you can get. the down side is that the three speciies i jsut mentioned are live breeders, so you may end up with 3 times as many fish as when you started...thats what happened to me.
You are alos going to need to factor in the size of your tank to the amount of fish you have. Tetras are schooling fish, so they like comapny. Since neon tetras, never get big, you ahve a lot of them in your tank, mollies, platties and guppies get a little bigger, so you may not be able to have as many in your tank.

The most non aggressive is the goldfish but a fish has a brain the size of a pea so I don't know about smartest

puffers fits the smartest, but they're semi-aggresive.
Freshwater - Green Spotted Puffers.
***Saltwater - Porcupine Puffers
[best personalities, can be trained to be pet, feed by hand, comes up to greet you. <3 them]
