If you can get the face plate off and have some access to the screw shaft, I would spray it with a penetrating oil and give it a few minutes to soak in and then use a pair of channel locks adjusted to put quite a bit of force on the screw shaft. Lock the channel locks on to it and twist like I was unscrewing it.

Get a drill kit from a hardware store. It's a special drill bit that will go into the broke screw. When you put the drill in reverse it unscrews the screw for you. They cost $2 or $3.

Use ez-outs as purchased in any hardware store. Drill the necessary hole size in the screw and place the ez-out in it and turn to remove screw. This will allow the ez-out to go into the screw and bite into it and remove the bad screw.

I use vice grips. Clamp on to the screw with a small set if vice grips and back it out. Works for me.

I would suggest WD-40 or PB Blaster. They both work great!
