The poverty rate for the U.S. is around 12%. You can check this out on the U.S. census bureau web site. The poverty rate has not increased since Bush took office. Comparison of poverty rates between nations can be difficult since we have different ways of measuring poverty. We use poverty thresholds which define abilty to meet basic needs based upon family size. The income level which defines these poverty lines does not vary with geographic location in our country. The United Nations would probably have poverty statistics for other coutries and get you the details you need.

im not sure what the percentage is, but i do know it has tripled since bush became prez
