It is a toy!
It is basically a spool but the ends are much larger and the center comparatively small. A string is wrapped around the center and a loop is tied on the end that you either put around your middle or pointer finger.
The best way to use it is to let it drop from your hand palm up so that the string will essentially roll across your finger. Use the yo-yo in an up and down fashion or let it spin on the end of the string and do some tricks like: walk the dog (let it roll across the floor) or do an around the world (while it continues to spin on the end of the string throw it around in a vertical circle). When it spins on the end you want it to continue in such a way that you can still make it come back up.
