How do you make stairs go to foundation on the sims 2 nightlife?

Every other house has one except mine!

Make sure the ground is level.

I'm not sure if this is what you're asking but are you talking about just a few steps and not a whole staircase?
If so then you'll find them under connecting stairs in build mode. Then move your mouse to the edge of the foundation to place the steps.

You have to use this cheat code:
Hold CTRL + SHIFT + C then type 'moveobjects on' with no' in the words.
