my boobs hurt and it's not time for my period and they don't appear to have grown any so why would they hurt and it's the whole boob not just my nipple like when I'm about to get my period and I'm 21 years old

Mine sometimes hurt in the two week period between ovulation and my period. Pregnancy can also cause breasts to be sore, so if you are sexually active, you might want to take a home pregnancy test just to rule that out.
I wouldn't worry about it being something more serious, but if it hasn't subsided by the time you get your next period, you might want to consult with your doctor, so she can rule out any cysts. The fact that you say that both of them hurt indicates that it probably is more hormonal, rather than being cysts or breast cancer.

Sometimes it starts to hurt when we're ovulating (14 to 16 days before our period).

mine doesn't hurt only when i sleep on my belly its tender and only the nipples
