Yep. You can only get through the door when she has some information to share. Check www.mugglenet.com every now and then for updates to see if the door is opened.
As for the phone number, there are at least 3 numbers that work. I won't give them to you, but one is JKR's birthday and another is the number for the visitor's entrance to the ministry of magic.

You don't. Sometimes she opens it for important things to show. You can go to: http://www.mugglenet.com for anouncements as to when the door opens. As for the green and red bottles, go listen to the radio. Listen long enough for them to talk about a certian kind of plant and what you do to take care of it. It should unlock something after you do that certain plant thing with the bottles.

it will only open when the do not disturb sign is gone. when that happens you click on the door in the mirror.
