I think that a decision like this should go to the parents. If the parents feel that they have a stronger tie to India, then they should go with Indian citizenship. But if the parents want their child to grow up and be succesful in the US, the should go with American. But to give their child the most opportunities, I think a dual citizenship is the best choice.

If you are born in America and your parents are not naturalized or citizens or even legally allowed to be in the states, you are still a US citizen and can prove it with a US birth certificate obtainable at the hospital where you were born.
