there are looots of reasons of why that could be happening.
you might have a virus, or some kind of malware in your computer. scan your computer with your virus scanner, and a good malware/adaware/spyware scanner. i recommend AD-Aware SE Personal, it's free and really good: http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10639408.html?tag=lst-0-1
also, if you connect to the internet through a router, it might happen that some people take advantage from their laptops, and they get online with YOUR connection, and that would slow down your internet. you can solve that by attaching a password to your connection (look up the router manual).
in the worse case, some hacker might be getting in you computer. in that case, the best thing you can do is to format the PC. getting hacked can be avoided by installing a firewall. Windows Firewall is absolutely not enough. Windows operating system has a lot of loose ports, and it's not hard to hack a computer if you have a non-dynamic IP and you dont have a firewall. i recommend you Sygate Personal Firewall. it's good and for free. you can download it form www.download.com
also, depending on your connection the PC will go faster/slower. Dial-up connections tend to be slower than ADSL, or anyother like it. programs like Emule, Kazaa, BitComet, BitTorrent, etc (p2p programs) sometimes use all your speed connection to download/seed the files you want (music, movies, etc). you can put download and upload speed limits by changing the settings of the p2p program. i suggest you put the minimum upload speed you can, so you dont use up your internet connection only in uploads, unless you want to seed... (you might be uploading files to someone you are not even interested in uploading it to).
it can also be a memory problem. try to delete files that you are not interested anymore, clear the recycle bean, clear cookies, uninstall unsused programs... or burn a CD or a DVD with files that you want to keep, but you dont use anymore (like pictures, etc), and then erase them from your computer to free up some space.
and.. the last reason i can think of, is that your HDD (hard drive) is very fragmented. then you need to defrangemt your HDD. you can do it by following these steps:
My Computer > right click on the (C:) hard drive > Properties > Tools (at the top) > Defragment now. To just see the situation of your HDD, instead of "defragment now" in the end, just click on "check now".

Are you on dial up or have a fast connection. Maybe you have a bad connection. Clear your browser history and cookies then reboot your PC.

Your pc has probably loaded almost as much memory as it will hold, go to tools on the top tool bar go to options and clean out the files and history

You may need to up grade. I found that happened to mine and I just up greaded or it could be your server. Check to see if others i your area is having the same proble.

clear your cookies, that might help.
if you're using broadband, it might have heavy traffic at certain times of the day too.
or else upgrade comp..or even change ISP!
