Was it just developed naturally like languages or was the basic theory of time as in 1 hour ago developed by someone.

Your question made me think - I wish someone would answer WHY time was created in the first place? It's an odd thing to think up and implement...

Sir Marcus Clock. He came up with the theory when he noticed an apple would get worse after it was removed from a tree. he then proposed a system which to measure time. Henry Calendar applied this system to solar and lunar cycles.

What theory of time? Einstein proposed his general theory of relativity to help understand and explain spacetime. If that's not what you mean, tell us what you mean. We haven't a clue.
