Because they haven't anything else to do.
They want attention.
They want to express their emotions so that maybe someone in their proximity can empathize with them, and they may make a friend.
Or they're just whiny and spoiled.

Because she is complaining and not *asking* you for what she needs. Try asking her what she needs from you instead of tuning out, it'll save your relationship.
