These bumps, which are called tubercles, would definitely be a sign that there are at least males that are ready to breed. The tubercles should look more like pimples, that is, under the skin, whereas white spots that are disease oriented, called ich, are little parasites that sit on top of the skin. So, you first have to make that determination. Next, you need to have at least one female who is of breeding age too. You can't force breeding, but these are some things you can do to help. Some of the most successful ways to trigger spawning is to lower the temperature of your tank to about 64-68 degreed F for about 1-2 weeks. The tank needs to have real or silk plants in so the female has something soft to get bashed into to lay her eggs in. During this cold period, feed your fish lots of high protein meals (tubifex etc) and feed often. This will mean you have to do more regular water changes due to more waste being produced which will help with spawning induction. By this time, the female should look very round with eggs and fat. Then gradually warm the tank up to about 75-78ºf over the space of a few days. This link will explain what to do from there.

Are you sure that it isn't ich? If it is just white spots all over the body of the fish, it's probably ich. If there are more white spots tomorrow, then you have ich in your tank. You will immediately have to treat the tank.

your fish have cotton mouth. they are not breeding. go to your local pet shop and get medicine for them they sell it. it comes in drop form an tablet form. goes away very quickly. if they where breeding you would know when the fish swim on there sides and very fat. when you you breed you must get a breeder and it hangs on your tank away from other fish so they dont eat the babys. i am 100% accurate on your problem
