If you mean that you want to create another website that models myspace then you need a small level of understanding in some sort of programing language and a lot in web development. If you had that you probably wouldn't have asked that question...

for myspace, just go to myspace.com and sign up. then you can customize it however you want. for facebook do the same thing, but you have to have a high school email or college email address.
