It depends, do they have after school stuff or go anywhere by their self, because if they do then it would be a safety issue. You could always reach them if they had one. It would give you peace of mind.

I would say no, but it really depends on the maturity of the child. Whether or not they are mature enough to understand that it is only for emergencies.
I would suggest the LG Migo from Verizon. It look like a walkie-Talkie, but you can program four phone numbers in it plus 911. There no keypad so you wouldn't have the worry about the child using all you minutes calling his/her friends. Only 5 speed dial buttons.
Just an idea.

Only with limited privileges. A cell phone would be nice to keep in contact with your children when they are out with friends or during a weekend activity. I would not allow them to take the phone to school. I would require them to use the phone only x number of minutes per month, mostly during nights and weekends. It would be a great way to test the responsibility of the child.
It's also great with the new cell phones that are GPS incase of an emergency.

It depends on what they will be doing. If every one else in the family has one and they will be places with no access to a phone, then yes, it would be good.

I have seen those new cellphones that have like four to eight buttons on them. They are pre programmed numbers that allow the child to call certain people, but not anyone and everyone. Might be an interesting idea.

It depends on the kid. If they are responsible then yes but if you know they will drop and break it or get it stolen then no. I have friends that don't even have one and they are 15. She's very responsible but her parents won't give her one till she's 16 when she can drive.

I think that that decision should be made with their parents. For the most part it is the parents' decision.
