There is no law saying you must wear green on St Patrick's Day, however Ireland is known as being an Emerald which is green. and known for their "lucky shamrocks" which are green, and green is a nice color so it is nice to wear green on the day celebrating St. Patrick who was from Ireland. it also makes sense, because one of the Irish sayings is about "wearin' of the green" so why not?

Because St. Paddy says so.
It's just a tradition that evolved into being. Ireland is known as the Emerald Isle, for one, and 1/3 of the Irish flag is green.
