Pets turn mean from poor training and mistreatment. Others are just born mean (same as there are some evil people born)
Poor training- if the pet is the dominant one in the relationship- it will be mean. A neighbors dog will attack everyone, including it's owner (unless the owner is bringing food or doing something the dog likes). It came at me, I yelled at it, didn't work, so I kicked it as it was biting me. Suprised the dog more than hurt it- and now I am the only one it won't bite.
Mistreatment- if you do not socialize your pet (doesn't know how to interact with others, it could be mean because it does not know how to act with other animals (including humans). It also could turn mean from someone being mean to it day after day, or even neglecting it.

People TEACH pets to be mean. They are born into a hostile abusive situation and that leads to unfair treatment to the animal when in reality the owner should be put down, not the pet.

Good dogs are made, not born. There are *some* who are born mental, but that's not common.
The reasons for problem pets fills books and many books have been written on specific and multiple problems. I suggest you specifiy what it is you are looking for?

usually pets turn mean by being abused and taught to fight. Also tieing them out on a rope alone will turn them mean.
