If you don't pay for a winning Ebay bid the seller has a week to wait before they can file a dispute form against you. At that time Ebay contacts you to nicely remind you to pay. Then if you still don't pay Ebay will either mark you as a non-payer so that other sellers will know or they will delete your account depending on your standing with Ebay. They can't force you to pay, but just for the record it cost the seller money to list and then another amount is charged to them based on the win so when you don't pay it cost them more money... money that they might not get back.

The seller will get angry and leave you negative feedback. You will probably not be trusted anymore to buy on there, so sellers will not sell to you. As a seller on ebay, it is very frustrating to have someone not pay for their won item. Just go pay it.

If you fail to pay within the time limit - the gift is never sent. You receive bad buyer reputation and Ebay has the right to close your account. You will also have bad feedback on your account. Other issue may involve:
Paypal account closure - if relevant
Warnings via email.

You receive negative feedback and alot of people wont sell to people with bad feedback. Why would anyone do that? That is really rude. The person selling the item paid to have it listed and most likely could have sold it to someone else.

Bad things happen. They come to your house and cut off a loved one's baby finger. Maybe both. They nail your cat to your front door with a screwdriver which, incidentally, is the universal symbol for "Non-paying bidder."
Also, punishment may include, but is not limited to: Chemical taxation, frontal robe lobotomies, being drawn and quartered by three blind mice, and molested with a shop vac.
I'd pay up and bite the bullet.
