I don't think it's a very good decision, it can lead to confusion.
What do you think?

His other band is doing alot better, than mine but, i'm afraid he'll treat them as more of a "band'. And i don't want any feelings to be hurt over it.

He should do both but be aware that he could have to decide between the two eventually and he should make it clear in the beginning which band will prevail in that decision. also it might cause for a hectic schedule.

If he wants to be in both and thinks that he can handle it he should totally go for it.
It might get hectic at times but if plans things out right he can do it.
Trevor from Thousand foot Krutch is in two bands and alot of people in bands have solo projects. Like Aaron Gillespie for instance and they have all done really well.

What happens when both bands has a gig on the same night?

Professionals can do this, because they work around each others schedules... Will your bands do this?

It can cause complications so you should jsut have your friend pick one band. It may be hard at first but then again it will save problems in the end. Hope everything works out =]

Let him do both, lots of professionals do this, such as Zakk Wylde who not only fronts Black Label Society, but also is in Ozzy's band

it's possible, but difficult because of practices and schedules. try it out and see if it works..
