I know FL has no state emissions tests and most everywhere else does have them but where can I find a list of which states do have them and what the pass levels are per state

I don't know if you can find a full list, I have had a hard enough time finding out who regulates auto repair in every state.
As for the pass levels, I don't know about other states, but in Ca the passing levels are based on the vehicle, so they are different for each vehicle there isn't one standard.
Or are you talking about the percentage of vehicles that pass?

There is no such list. You have to go to each state DMV.gov web site that you are planning on getting your car tested in to get their requirements. I know there is a federal list out there but as I said each state does their own thing. Good luck

Michigan use to have it years ago but they got rid of it now we don't have the Emissions Tests :) in a way i think they should bring it back

Idaho, Oklahoma and Arkansas have no emissions tests either.
