Well, normally you wet sand a vehicle, but when it's raining, it might be too much "wet". why not try it

Wet and Dry sanding paper for vehicle paint is supposed to be kept wet to stop the paint clogging it up. Used to come in different grades fine, medium, course.

Note a product called Tcut usually cleans most grime off paintwork.

You wet sand a cars paint. If you get down to bare metal, it will rust. If left wet outside in the rain

well since each rain drop is created by a spec of dust at its core.....if you wish to wet sand a car with grit....go for it. don't be surprised to see it gouged up when its dry.
