anyone ever heard a story (dont know much detail) of a supposed russian capsule that lost oxygen or something and is to this day (no one is sure how long ago) is orbiting the earth

yes, there was an accident with one of the soviet capsules

on June, 6th 1971 the soviet capsule Sojus 11 lost its oxygene due to a malfunction of its depressurization valve after decoupling from Saljut-1 space-station, killing 3 soviet kosmonauts, Georgi Dobrowolski, Wiktor Pazajew and Wladislaw Wolkow.

however they managed to bring the capsule down remotely, so there's noone left in orbit.

In... 1969? 1970? 3 cosmonauts died because their capsule lost all it's oxygen during re-entry. It was a weeks-long mission, full of triumph, and... then disaster (much like the Columbia catastrophe a couple of years ago.) But, no capsule is "still" up there - except for the Soyuz craft attached to the ISS.
