C. just because it was a law that the male blacks get to vote doesn't mean each state has to allow it. Most Southern states wouldn't let blacks become anything more than sharecroppers or teachers. Even after reconstruction, blacks weren't even close to having the same rights as whites.

B. The blacks were still after the civil war in pretty bad shape, most of them had no money and if a black tried to gain a political office, the whites would do almost anything (Including murder) to stop them.

C... NOTHING at that time could have made the woutherners hate teh northerners any less.... MUCH LESS forcing them to play nice!!
