I have very oily skin and the best mascara that I have used is Max Factor 2000 Calories. I have tried expensive brands that I bought at department stores and this is still the only thing that stays on me.

My experience has been that waterproof mascara tends to smudge less. I also feel that very inexpensive brands tend to flake off. Trial and error has been how I've found out. I love Mary Kay's mascaras-even their non-waterproof seem to do great!

Clear mascara, when it drys it won't smudge, and even if it did, you wouldn't be able to tell.
