Actually an expert's list would look more like this:
1. Texas
2. Stanford
3. Florida
4. LSU
5. North Carolina
Stanford has more varsity sports than any other. You have to take into account their credibility in other sports such as water polo. LSU is a dominant force in football, men's basketball, women's basketball, and baseball. North Carolina is probabely one of the most underrated. Most think simply of their basketball program. But lately they have been ranked no.1 in baseball and women's soccer.

Not according to the National Association of Collegiate Directors of Athletics. The NACDA has awarded the Director's Cup for the past 13 years to the institution with the most successful athletics program. Stanford has won the last 12 years, with North Carolina winning it the first year. UCLA is the only other school to finish in the top five every year. Ohio State has placed in the top five only twice, third place in 2002-03 and fourth place the following year.
Based on top five finishes (weighted for position), the five best programs over the past 13 years are:
1) Stanford
2) UCLA
3) North Carolina
4) (tie) Florida and Texas
The scoring process is complicated, but it appears to favor schools that field a larger number of teams. Also, all sports are weighted evenly, so a school that does very well in many of the "minor" sports will have an advantage over a school that is successful only in high-profile sports such as football and basketball.
As far as this year, the current top five are:
1) California
2) Stanford
3) Duke
4) (tie) UCLA and Wisconsin

Whoever puts LSU ahead of Tennessee on their "experts" list is a fool. Tennessee is solid in both basketballs, football, baseball, has a world class track squad, and the facilities there are top notch. Based on that, UT is my number one. I don't know that info about other schools, so based on perception, here's how the rest would round out;
2. Michigan
3. UNC
4. USC
5. Ohio State
