rukidding is nearly right. All three Drexel University campuses are located in the City and County of Philadelphia (City and County of Phila are coterminus), but the Queens Lane campus is not located in west Philadelphia. It's actually east of the Schuylkill River above the Roosevelt Blvd. If you need to pin it to a neighborhood, you might call it lower North Philadelphia or the East Falls section of the City, but people rarely agree on where neighborhoods begin and end. You can transfer to other universities, and most Ivy Leagues will take transfers. However, they are also very competitive, and take only a minority of the total applicants (Harvard's acceptance rate is about 7%). As such, you need to stand out- "maintaining good grades" will not be enough for most cases. This is doubly true for transfers, where even fewer places exist. To give you some idea, I know of people who have very admirable achievements (published research in recognised journals, membership of professional organisations, that sort of thing) who weren't accepted. You really need to stand out if you want to be accepted.

Philadelphia is both a city and a county. It's in West Philadelphia.

It's in Penn Township, due east of the Schuylkill River. You can take the Roosevelt Expressway over to it from the I-76. If it's not in Penn Township then it's directly north in Germantown Borough.
