The best and easiest thing to do is to go to a local garden centre and get some plastic netting, the type you use to keep birds off of fruits. The cats do not like to get their paws caught up in it and will avoid it after the first time! It does not harm them and the plants are safe .After they are established in their pots and are up a few inches high, you can take the netting off. The cats will stay away from them as they are "trained" to do.

Go to your local Dollar Store and get some crushed red pepper and sprinkle on your plants and planters and all around, it is not harmful to your plants. Belive me this trully works.

Citrus peels, any kind. Just toss them out there and the cats go away. The peels don't last forever, so just keep tossing them in your planters and wood chips.
