You should start with yahoo they host the site for free plus they have a tool that helps you build the site just by point and click, it writes all the code for you

If your looking for a simple personal page just go to a hosting site like http://www.geocities.com or http://www.myspace.com and copy html codes from others, they also have sites that give u html codes for music and backgrounds like http://www.freeweblayouts.net/ ...... BUT, if u are looking for something a lot more professional or fancy go to http://www.webmonkey.com/ ....it has a demo that walks you through making one and its designed for kids so its real simple. It even gives you a little background on how html codes link through the web therefore, if u see a site u like you can have a similar layout on yours by taking its source codes.

You need to go to one of these sites and setup an account, these are free internet hosting sites. I'm not sure what purpose you want one for, but myspace is one of the easiest.

first you need people and a company.then you tell them what backgrounds to put.next,when its all ready you can make it on the computer.but before that you get it too google.com
