look up the "John Warner Defense Authorization Act of 2007"
.. "allows the president to declare a 'public emergency' and take control of state-based National Guard units without the consent of the governor or local authorities, in order to 'suppress public disorder.'"

It was also supposedly coming as a result of Y2K. I wouldn't say there's no threat, but I think at this point it's being exaggerated by the type group of paranoid people who were stockpiling legumes this time 8 years ago.
EDIT: You mean watch the whole 2 1/2 hours? Thanks, but I think I got the gyst (I watched 2 1/2 minutes), and a similar video would probably have been put online in 1999 if google/youtube had been broadcasting on such a widescale basis then.
