Generally, being restricted from the library means you are not allowed to access a certain part of the building--the computer area, reference, circulation, etc. The most common type of restriction is the computer area, usually because a patron accessed something inappropriate. Most libraries require some kind of signed (by the patron) document stating that a patron agrees not to violate the terms of agreement. If the patron does violate them, the library can take away certain privileges, thus restricting the patron. Or, depending on the infraction, a patron might not be allowed in the building at all.
