You are correct.

It also appears in the Code of Justinian, the laws of Hammurabi, and just about every other legal and moral treatise in history.

It's a core part of any system of law or justice that perjury is bad.

Not really . . . . bearing false witness against you neighbor means telling lies about them. Perjury is a legal term meaning telling lies to the court.

One is a sin against God, the other a crime against a man-made institution. It is up to the individual to decide which is the greater transgression i suppose.

There is a caveat to the commandment, though.

If thou shall bear false witness in front of a grand jury about getting your dick sucked, thou shall be allowed a reprieve from this commandment and go scott free.

At least, that's the liberal interpretation.
