Can a Windows Home PC be remotely assessed and controlled by another PC? If so, how can such control be removed?

Yes, PCs can be remotely controlled by another PC or even a handheld device like a Pocket PC. The uses are mainly for education for example, you can control a powerpoint on you computer using a Pocket PC that is remotely controlled or you can show someone else how to do something on their PC without being physically present.

Windows Firewall will automatically block all remote connections by default. You have to go to the exceptions tab and manually enter the IP address of the remote PC to establish any connection. Other firewalls have similar features that do the same thing.

Another PC can be controlled if the IP address is known by an other PC user.

By using "Start" "All Programs" "Communications" "Remote Desktop Connection" and then typing in another PC's IP address, you can begin to remotely control the computer.

I don't think you can turn the function "off" -- just protect the IP address and no one will be able to do this.

THere are a number of programs that can do this like PC Anywhere and Carbon Copy. You need to have a copy of the program on your computer and another on the computer that is going to control it. You might also have a password that needs to be entered to use it. To get it out just remove your computer's copy of this control program.
