My 10-year-old daughter is drawing a lot of manga these days. She recommends getting some sample manga that you love. First, practice tracing over the manga (take a thin sheet of paper, place it over the drawing, and you should be able to see the lines). This gives you a feel for the lines involved in manga. Practice tracing over the lines in a fluid, flowing stroke -- don't try to follow every bit of the line millimeter by millimeter. That will give you unnatural lines.
Second, have the manga in front of you, and practice drawing it on your plain piece of paper. Don't worry about mistakes -- this is just practice, and you will need to do lots of it.
Third, draw your own manga, but use different manga as "reference." Take the eyes from one, the skirt from another, the hair from a third. Practice combining them so they look good. And again, practice, practice, practice!!!
Finally, you will be ready to draw your own manga based on real-life things. You will know what kind of lines make a manga, and how to draw "manga" eyes and "manga" hair, and you can tackle this with confidence.
Japanese kids are drawing manga for fun from the time they are four or five years old, and it takes time and lots of paper and lots of practice. Use scratch paper when you can, and when you feel confident, you can graduate to really nice paper for manga that you want to frame.
Again, it takes time and work, but you will be surprised at how fun it is!!

I consider myself an artist, and love to draw manga/anime. I bought some how to draw books at animecastle.com and such stores, in addition to popular anime and movies (Sailor Moon, Inu Yasha, DBZ, and anything Studio Ghibli). Just sit yourself down and pratice while watching these, and eventually you'll find your own style. Good luck!
